An activator rents you a phone line long enough to receive a registration code. The market is large, cheap and uneven: what varies is not so much the price as whether the code actually arrives, and that varies by country and by service in combination.

Cheap countries are often cheap for a reason

A rock-bottom price on an activator list is frequently the market pricing in risk rather than offering a bargain. Some origins are structurally worse whatever you pay: where local carriers are ordered to block Telegram and filter its verification codes, accounts on those numbers reach the service through a VPN with an odd network pattern attached, and scoring reacts before the account has done anything at all. Iran is the documented case, and the country-risk section sets out the evidence.

Before a bulk run, check the live delivery statistics for the exact service-and-country pair you intend to use. The services publish them, and a great price with poor delivery is a worse deal than it looks.
